Description

The project is implemented as open programme which allows the optimal use of the available funds, focussing on water supply.

The project is in close cooperation with GTZ (TC) and CIM.

Financial disbursements for the implementation are carried out through an investment fund managed by the consultant.

The prime objective of the project is to improve the health and living conditions of the people in Qena City and in the Governorate of Qena by rehabilitating and upgrading the water supply infrastructure; this involves the provision and extension of a secure water supply distribution system, metering of water production and consumption, reduction of leakages, comprehensive subscriber survey and improved revenue collection.

Stage 1 of the project focuses on 16 pilot areas in Qena City, El Wagf, Nagada, Qift, Qus with an estimated population of 200.000 inhabitants, approximately 30.000 house connections.

The 16 pilot areas cover an area of approximately 2500 ha.

The landscape can be characterised as predominantly agricultural.

A large portion of agricultural land is devoted to sugar plantations and corn.

Qena governorate is still one of the poorest governorates in the country of Egypt.

Major technical deficiencies and bottlenecks in the Governorate are as follows:

  • Poor construction of water networks and house connections with high rate of leakage;
  • Inferior quality of installed pipe materials and fittings and frequent bursts;
  • Poor maintenance of installed water meters with high percentages of under registration and limited life span;
  • Poor and inadequate operating practices for pumps, WTPs, Compact Units and boreholes;
  • Lack of funding for spare parts and inappropriate operating, repair and maintenance procedures;
  • Lack of base maps, network planning and hydraulic network modelling.

The main asset of the water supply in the Governorate is the availability of sufficient water in relatively good quality from the River Nile.

Stage 2 of the project will focus on the whole governorate.

Disbursements to contractors are being managed through a local disposition account, administered by the consultant on behalf of the client.
